STAPLE Hill & Mangotsfield is one of the five areas in South Gloucestershire worst affected by fly-tipping.
A report to the council’s scrutiny commission said dumping of waste poses a “serious and escalating challenge”, with 2,171 incidents recorded in the 2023-24 financial year – up 72% on a decade ago.
In the same year there were only 18 prosecutions and 15 fixed penalty notices.
The report said there were “notable hotspots in both urban fringes and rural lanes”.
Among the problems was restricted access to recycling centres, which are only open from 8.30am to 4.30pm and are difficult for people without cars to access, as they cannot book a visit online and instead have to phone or email the council.
Another was a lack of awareness that unlicensed ‘man in a van’ operators could fly-tip waste and that leaving unwanted items on the pavement or roadside for others to take was also fly-tipping, with some being left out for weeks.
